A Winnipeg man is agreeing to be designated a long-term offender after admitting he raped a seven-year-old girl almost daily for a year and forced her to watch videotapes of the abuse.

"There's no excuse for any of it ... I clearly need help," the man told court at a sentencing hearing earlier this month.

The man -- who cannot be named to protect the identities of his victims -- has pleaded guilty to two counts of sexual assault involving two young girls and possession of child pornography.

Judge Janice LeMaistre adjourned sentencing until later this spring so his long-term offender designation can be formally approved by Manitoba Justice.

As a long-term offender, the man would be subject to intensive supervision for up to 10 years following his release from prison.

"Clearly, there needs to be a great deal of very tight and extensive supervision once he comes back into the community," said Crown attorney Mick Makar.

Court heard the man abused the victims, aged six and seven, when he became romantically involved with their mothers. In 1998, the man was babysitting the six-year-old girl when he forced her to perform oral sex on him. The girl did not disclose the assault until 2004, the same year he was arrested for repeatedly assaulting the older girl.

The man was living in the same apartment building as the seven-year-old and her mother when he became romantically involved with the woman in 2002, Makar told court. When babysitting the girl, the man would tie her to his bed and videotape himself sexually assaulting her. On other occasions, he made the girl watch the videotapes while continuing to assault her, Makar said.

ALMOST DAILY ASSAULTS

The almost daily assaults ended in January 2004 when the girl reported the abuse to her mother and the man was arrested. He has been in custody since then.

Police seized the man's computer and found more than 270 images of child pornography involving children as young as seven and pornographic stories involving fathers and daughters.

The Crown is seeking a prison sentence of 10 years for the second victim and a consecutive sentence for the first victim. Defence lawyer Chris Sigurdson is recommending a total sentence of 10 years, minus double credit of eight years for time already served.

"He would be the first one to acknowledge he poses a serious risk," Sigurdson said. "He truly wants to get help."

According to a psychiatrist's report prepared for court, the man believed his seven-year-old victim was "curious" about sex and that she would be "damaged emotionally if he made her feel guilty about it."

The man said he was "out of control" and would routinely slap, shove or intimidate the seven-year-old victim to get what he wanted. The man admitted to his psychiatrist he may always pose a risk to the community.

"Maybe I'm a monster," he said. "I have a problem and society may not want me back on the street."



Interestingly enough, sex offenders and others in their forums made almost the exact same comments that parents across the continent have made.... and were labeled vigilantes for doing so.

I came across a story yesterday about a man in the US who raped his girlfriends 5 month old baby while her 18 year old mother was at school. Horrific story.The baby girl was rushed into surgery for massive trauma from the incident. My husband leaned over my shoulder as I was reading it and his face just turned white. You know all that anger and hatred spewed by the PJ crew?I felt that way when I read about this poor baby.

Agreeing? Who the hell gave the son of a bitch a choice?I am ashamed of our legal system here in Manitoba.He did it and by his own admission he's a monster and therefore he deserves no choice to be called sex offender. Did those babies have a choice? Hell no.

Execute him. He had no problem executing his victim's life did he? He is beyond mental help. Some countries dont give a shit about protecting children. I've no problem supporting the death penalty in this case and I think it might (big might) cut down on child rape if people like this were immediately executed. He gets a slap on the wrist, So greater is the chance the next child rapist will get a slap as well. No real justice has been served here and he will be released one day and put more children in harms way. If he was executed, Then he wouldnt pose any future danger to children. No public outcry on the sentencing Judge either. Execute him/her as well.

10 years is not enough.
No double credit of 8years either.
IMO, Let him rot in jail.
Maybe it's time for a new Private Prison Sector to house certain sexual offenders.
Narrower and more specific categorization of sex offenses is needed.
Some people do need to be kept off the streets, granted, that need isn't limited to sex offenses.

It is about time that a state has listened and ruled in the favor of victims of sexual abuse instead of the purses of the Catholic Church.
For the life of me I cannot understand why politicians could actually believe that the Catholic Church would go bankrupt if the statute of limitations was eliminated. Maybe if they quit covering everything in gold then they could pay the lawyer fees. Hell, the state doesn't even know how much money they have. I don't care if you are the pope (LOL) or the President, your institutions financial stability should have NOTHING to do with the ability of victims being able to take their abuser to court.
This is not JUST a Catholic issue, but one that spans across generations, races, genders, religions, etc. Basically when the Catholic Church blocks "Micheal Doe" from bringing his parish preist to court for molestation, it also blocks "Emily Smith" from bringing Uncle John to justice for rape.
So if the victim isn't ready to tell in the time they are alotted, TOUGH SHIT, because the Catholic Church is afraid they will lose money.

SHAWNEE, Okla. -- Residents in Shawnee are frustrated about plans to open a sex offender center, but city officials said they can't do anything about it.

One night per week, a building on Highland Street will soon open its doors to sex offenders. While the building is 310 feet away from Horace Mann Elementary school, 10 feet further than what state law requires, some parents told Eyewitness News 5 it's not far away enough.

"I am not against the rehabilitation part, but I think it needs to be in an area where there is not a residential area, where there is not kids," said Reggie Neal, whose mother-in-law lives in the area.

However, City Manager James Collard said the situation is out of his hands because the building owner is meeting all state and city laws.

A state representative attended a city meeting Monday night and said he plans to write a bill to keep sex offenders even farther from schools.

Board of Supervisors crackdown on sex offenders

The County Board of Supervisors passed an emergency ordinance Tuesday that will force some registered sex offenders to move out of their homes.
You could call this ground zero for the debate. This section of south Union has two motels that are used by state parole to house convicted rapists, child molesters and other violent sex offenders.
But the Board of Supervisors passed an emergency ordinance that will make it illegal for convicted sex offenders to live at or within 2,000 feet of a child day care facility.
The supervisors moved on the idea after a state audit revealed last week that there are sex offenders living at licensed care facilities around the state.
Eyewitness News has learned that includes some children's facilities in Kern County. Today the Board of Supervisors heard from numerous concerned parents that live near the motels.
But because there are sex offenders living in those facilities, the board was able to pass an emergency ordinance, calling it a health and safety issue.
So what does that mean for the El Don motel and the Bakersfield Lodge down the street.
There is a day care facility less than 500 feet away. The sex offenders already living at these motels get to stay, but no other offenders can move in.
As for the people living at those care facilities, they have to move out immediately.

Pope says no more pedos!

WHITE HOUSE -- Pope Benedict will spend most of the day at the White House, where he was greeted on his birthday with a 21-gun salute and a famed soprano singing "The Lord's Prayer."


Thousands of guests turned out to see him.


President Bush told Pope Benedict millions of people in this country have prayed for his visit. And the president said the U.S is a nation of prayer that welcomes the faithful.


During his flight to the U.S yesterday, the pontiff told reporters he'd like to talk with Bush about reform of U.S. immigration laws. Human rights and religious tolerance are also high on his agenda.


Benedict also said during his flight he is "deeply ashamed" of the clergy sex-abuse scandal. He pledged that pedophiles will not be priests in the Catholic Church.
(Maybe they could be Bishops?) I'm tired of the Catholic Church hiding all these pedophiles. If they didn't like spending $2 Billion in lawsuits against them for sexual abuse, maybe they should have done something to protect their parishoners, instead of sending the Preist to another parish!

Pope Benedict XVI is Determined to Bring an End to Pedophiles Working for the Catholic Church

Sexual abuse within the U.S Catholic Church has prompted action from Pope Benedict XVI.
He plans to stop paedophiles working in the church saying, "I am deeply ashamed and will do whatever is possible so that this does not happen in the future."

The Pope, on his first visit to the United States, has received requests to meet with victims of abuse from the hands of corrupt clerics, but he has as yet refused to meet any of them.

The plague of abuse within the U.S clergy has cost the Catholic Church $2bn (£1bn) in abuse settlement costs. "It is more important to have good priests than many priests. We will do everything possible to heal this wound," said the Pope.

Two sides of the justice. On the one hand, pedophiles cannot be priests. On the other hand, to help in all the possible ways to the victims."
Pope makes first visit to U.S., faces abuse issue

WASHINGTON (Reuters) - Pope Benedict arrived in Washington on his first papal visit to the United States on Tuesday, facing the sexual abuse scandal tarnishing the Roman Catholic Church's image here by declaring himself "deeply ashamed" even before he landed.

On his flight from Rome, the pope vowed to keep pedophiles out of the priesthood. The scandal of priests sexually abusing youths broke in 2002 and has forced U.S. dioceses to pay over $2 billion in damages. Five have gone bankrupt.

The six-day visit includes a United Nations address, masses in baseball stadiums and meetings with Catholic educators and leaders of other religions, but the German-born pope sent a signal that he would not avoid the scandal issue.

"We will absolutely exclude pedophiles from the sacred ministry," Benedict told reporters on his flight. The Church will screen candidates for the priesthood, he said, "so that only really sound persons can be admitted."

"It is more important to have good priests than to have many priests," Benedict said.

President George W. Bush greeted the pontiff on arrival at Andrews Air Force Base outside the capital, the first time he has gone to the airport to meet an incoming dignitary. Neither made a public statement, but onlookers sang "Happy Birthday" for Benedict, who turns 81 on Wednesday.

A Washington Post-ABC news poll published on Tuesday showed almost three-quarters of U.S. Catholics approve of Pope Benedict but most find the Church out of touch with their views and criticize the way the sex abuse scandal was handled.

Half wanted the pope to stress traditional teachings and 45 percent preferred policies that "reflect the attitudes and lifestyles of modern Catholics."

'GREAT SUFFERING'

Benedict said the sexual abuse scandal caused "great suffering" to the Church in the United States and also "for me personally."

"It's difficult for me to understand how it was possible that priests betrayed in this way their mission to give healing, to give the love of God to these children," he said.

Several victims of the pedophile priest scandal denounced Benedict's comments as insincere during a news conference in Boston, where the scandal erupted in 2002.

"He should be ashamed that he is not meeting with survivors and talking with us," said Robert Costello, founder of A Matter of Truth, a Boston-based organization for victims of sexual abuse by priests.

The pontiff was also to discuss the sensitive topic of immigration with Bush, especially the way it split families and strained "the moral and social fabric" of poor countries.

"The United States has to help these countries develop," he said on the flight, so their citizens do not feel the need to leave. "It is in the interest of everyone, not only these countries but of the world and particularly of the United States."

He also praised the role of faith in American public life as an example for more secularized Europe.

White House spokeswoman Dana Perino said Bush and Benedict would probably discuss "their shared values of human rights and the importance of fighting extremism and also promoting religious tolerance" at the White House on Wednesday.

During his six-day trip, Benedict will pray at Ground Zero, the site in New York where the World Trade Center was destroyed on Sept. 11, 2001.

The pope, who marks the third anniversary of his election during the trip, has said he hopes the visit will lead to a spiritual renewal in America. His U.N. address on Friday will aim to highlight the need for greater peace and justice around the world.

In New York, Benedict will also stop at a synagogue to wish the Jewish community a happy Passover.

Limited funds hinder child porn fight

More than 624,000 computers in the USA have traded child pornography, much of it showing the sexual abuse of very young children, in the past 2½ years, a leading police authority planned to tell Congress at a hearing Wednesday.


Yet federal authorities with limited resources pursue fewer than 1% of the leads, according to a USA TODAY analysis of government data.


Flint Waters, chief of the Wyoming Internet Crimes Against Children task force, has been tracking child porn to specific computers, by serial number, since October 2005. He says that last year, he identified nearly half the computers, 267,120, on just one online network.


U.S. attorneys prosecuted 1,705 cases last year and won 1,409 convictions, according to court records obtained by Transactional Records Access Clearinghouse at Syracuse University. The Justice Department says the numbers are higher — 2,118 prosecutions and 1,715 convictions — but it includes other online crimes against children. The cases result from all kinds of tips, not just those from Waters.


As child pornography becomes increasingly pervasive, spreading from the Internet to cellphones and iPods, police have new tools, such as the software Waters developed, to identify traffickers. A Senate Judiciary Committee hearing today will probe whether law enforcement, given those tools, is doing enough.



The Justice Department, particularly under former attorney general Alberto Gonzales, has called enforcement a top priority. Prosecutions more than doubled in the past five years, the department says, and the number of federal-state Internet Crimes Against Children task forces increased from 46 to 59 last year. In 2006, the department launched a program, Project Safe Childhood, to coordinate federal efforts.


"We're trying to use every available resource," says Drew Oosterbaan, chief of the department's Child Exploitation and Obscenity Section. He says there is "unparalleled" federal-state cooperation. "We're supremely more effective than we were."


A boom in funding, though, hasn't followed. "Everyone says great things, but … it hasn't happened," says Arnold Bell, chief of the FBI's Innocent Images Unit, a program to fight child pornography. He says his program's funds have barely budged. It got $33.1 million in 2006, $34.8 million in 2007.


The number of child porn cases hasn't changed much. Innocent Images opened 2,440 cases last year, compared with 2,430 in 2003 and 2,370 in '02.


"This problem is growing by leaps and bounds," says Sen. Joseph Biden, D-Del. He says the Justice Department hasn't committed enough resources to fight it and that department leadership on the issue is "non-existent." He is sponsoring a bill, passed by the House of Representatives in November, to spend $1.05 billion over eight years on fighting child porn. That would more than triple funding for the task forces, he says.


"You could easily apply another 1,000 agents" to fight online child exploitation, says Shawn Bray of the Cyber Crimes Center at U.S. Immigration and Customs Enforcement, which investigates child sex tourism, trafficking and porn.


"We're not even scratching the surface," says Waters, who has helped train 1,800 investigators to use his software. "We have to tell folks we're hurting."

Police say they arrested Richard Ballard on Monday while he was looking at a child pornography at a public library. Authorities booked Ballard for possession of child pornography.

A Camarillo man was arrested Monday in the city's library after a plainclothes detective reported him viewing child pornography on the Internet, and a later investigation turned up "quite possibly thousands" of pieces of pornography in the man's home and "disturbing items" in his car, police said.

Richard Ballard, 57, was being held in Ventura County jail in lieu of $50,000 bail on suspicion of possession of child pornography and sexual exploitation of a child.

The case began March 31, when a visitor at the Camarillo library saw a man viewing child pornography at one of the public Internet workstations, according to a statement from the Camarillo Police Department.

The visitor told the library staff, who in turn reported the incident to law enforcement.

The man was gone when deputies arrived, but his image was captured by security video cameras inside the library, authorities said.

He was seen again at the library about 12:30 p.m. Monday, and authorities said a staff member called the Southern California High Tech Task Force.
A plainclothes detective responded and saw the man viewing child pornography at a workstation in clear view of anyone nearby and took him into custody, authorities said.

A search of Ballard's residence revealed "possibly thousands" of images involving the sexual exploitation of children, police said.

Authorities said they found "disturbing items" — including blankets, ropes and duct tape — in the trunk of Ballard's car and a bag of candy in the glove box.

Ballard is 5 feet 7 inches tall and 150 pounds. His car is a white 1986 Cadillac El Dorado.

Anyone who has had suspicious or adverse contact with Ballard is asked to call Detective Kevin Donoghue at 383-8704.

The arrest of a Camarillo man who was viewing child pornography at a public library was the first of its kind in the county, police and library officials said Wednesday.

Richard Gene Ballard, 57, was arrested Monday at the Camarillo Library after a plainclothes detective spotted him viewing child porn on a library computer, according to the Ventura County Sheriff's Department.

The Southern California High Tech Task Force, which includes the Sheriff's Department and the Ventura County District Attorney's Office, began investigating the case after someone reported seeing a man looking at child porn at the Camarillo Library on March 31.

The man left the library before detectives arrived that day, but he was captured on library security cameras. On Monday, a library employee spotted him and called police. A plainclothes detective responded and found him again looking at child porn, authorities said.

Investigators later searched Ballard's residence and found hundreds of sexually explicit images of children that had been printed from a computer, Detective Kevin Donoghue said. They also found blankets, ropes, duct tape and candy in Ballard's car, the detective said.

Ballard was booked into Ventura County Jail on suspicion of felony possession of child pornography and related misdemeanors. He was being held this week in lieu of $50,000 bail.

Although local libraries do not restrict Internet access for adults, authorities said Ballard's case is highly unusual.

"What I see is one isolated incident where the police responded perfectly," said Jackie Griffin, director of the Ventura County library system. "We have thousands of people a day using libraries and computers, and this is certainly the first case like this we have had."

Internet access for people under 18 is restricted at Ventura County libraries, but there are no filters for adult users, Griffin said. As part of a 1998 court settlement involving a lawsuit brought by the local Libertarian Party, the library system was ordered to provide unfiltered Internet access for adult patrons. A year earlier, the U.S. Supreme Court granted sweeping free speech rights to the Internet, overturning a federal law targeting online pornography.

Donoghue said he has investigated one other allegation of someone looking at child porn at the Camarillo Library but never identified a suspect in that case.

Ballard is not suspected of any crimes other than possessing child porn, Donoghue said. He had no prior criminal history in Ventura County.

Donoghue said anyone who might have had suspicious contact with Ballard can call detectives at 383-8704.

JAMES CITY - A 24-hour delay for a search warrant may have allowed time to erase incriminating evidence against a Greensprings West father of two accused of possessing child pornography.

Nonetheless, 30-year-old Joseph Bryant Melton was convicted Monday of attempting to possess child pornography, a felony that carries up to five years in prison. Investigators were able to link Melton to the child pornography website “ProSex” through “E-Gold,” an electronic payment system.

The case took nearly three years to bring to trial.

In March 2005 Interpol notified U.S. Immigration & Customs Enforce­ment and the Postal Service about a website in Washington state that advertised the sale of child pornography. Melton’s name turned up during an investigation, and Paul Wolpert of Immigration & Customs in Norfolk was alerted.




In January 2006, Wolpert, accompanied by James City police officers, went to Melton’s home. He declined to let them inside and did not consent to a search without a warrant. Wolpert returned the next day with a search warrant and seized two desktop computers and two laptops.

On Monday, Wolpert testified that three of the computers’ operating systems had been re-installed or wiped clean overnight.

A fourth computer, which was found in a box in a crawl space in Melton’s home, did contain images of suspected child pornography and Internet searches to websites called “Lolita’s World” and “Little Girls.”

Wolpert said the fourth computer had not been turned on since 2002. Images found on the hard drive dated to 1999 and 2000. None of the images were linked to ProSex.

Melton was originally indicted on 11 counts of possession of obscene material in September 2006. After the commonwealth attorney’s office had difficulties coordinating with the attorney general’s office, which was prosecuting the case, all charges were dismissed in May 2007.

Four months later Melton was re-indicted on possession of child pornography for an image found on the computer and with attempted possession of child pornography for the apparent attempt to purchase child pornography from ProSex.

Melton’s attorney, Patrick Kelley, argued that anyone who was living with or visiting Melton could have downloaded the pornographic images.

Kelley said that aside from the electronic transfer, there was no evidence that Melton had attempted to buy videos from ProSex or that he ever downloaded videos from the website.

Circuit Judge Samuel Powell III felt there was enough evidence to convict Melton of attempted possession of child pornography.

“I suspect before those computers were cleared, they had child pornography on them,” he said. “I can’t think of any reason why he would suddenly need to clear those computers.”

Melton will be sentenced June 18.

Grand jury indicts men on pornography charges

ST. CHARLES – Three St. Charles men out of jail on bond in connection with possessing child pornography images on their computers were indicted Tuesday in separate cases.

They are Shawn C. Bowlden, 33, Vernor P. Gumila, 39, and Scott J. Nuxoll, 20. Gumila already had been indicted, but prosecutors said further investigation led to additional indictments Tuesday.

Nuxoll was arrested March 26 after police said they found multiple movie files on his computer that contained images of child pornography.

He was indicted on eight counts of possession of child pornography and eight counts of possession of child pornography with the intent to disseminate.

Nuxoll has posted $7,000 bond and awaits a May 8 court appearance.

Last October, roommates Bowlden and Gumila were arrested after police seized child-pornography images on their computers.

Bowlden and Gumila both were gymnastics coaches. Bowlden worked at St. Charles Gymnastics Academy, and Gumila worked at Gymkhana Gymnastics Club in Hanover Park.

Bowlden was indicted Tuesday on 17 counts of possession of child pornography, and Gumila was indicted with four counts of the same offense. He already faces nine counts.

Bowlden is out of jail on $20,000 bond, and Gumila is free on $25,000 bond.

Bowlden and Gumila are not allowed to be near minors while awaiting trial. Bowlden is scheduled to be in court April 30, and Gumila is set for a May 29 court appearance.

The software tools help the National Center for Missing and Exploited Children sift through millions of pornographic images and videos from the Web to find child sex predators.

Google (NSDQ: GOOG) has developed search technology that sifts through millions of pornographic images and videos from the Web to help police find child sex predators.

A team of Google researchers led by Shumeet Baluja used the free time the company provides employees to work on pet projects to develop software tools tailored to help the National Center for Missing and Exploited Children track down child predators. Google is a member of the organization's Technology Coalition Against Child Pornography.

To date, NCMEC analysts have reviewed more than 13 million child pornography images and video in helping law enforcement identify and rescue children, Baluja said in a blog post on Google. With such a large volume of data, NCMEC analysts had been overwhelmed by what was being sent to them each week from their CyberTipline and from police investigators nationwide.

The tools developed by Google researchers helps NCMEC workers sort and identify files that contain child pornography. In addition, the new video tool streamlines analysts' review of video snippets, Baluja said. "In particular, the tools we provided will aid in organizing and indexing NCMEC's information, so that analysts can both deal with new images and videos more efficiently and also reference historical material more effectively."

In organizing the data more efficiently, analysts will be able to work faster in getting law enforcement the information they need to locate missing children and find child sex predators, the researcher said.

"You always hope that your work will eventually be used to do some good in the world, and this was an amazing chance to make that hope real by creating tools that have the potential to aid investigations of child predators, find child victims, and reduce the flow of child pornography on the Internet," Baluja said.

The latest report from the Internet Watch foundation shows that in 2006, 50% of Internet images showing sexual abuse of children were traced to the United States. The report also showed that the severity of online child abuse content is increasing.

WESTBURY, N.Y. — A Long Island, N.Y. clown has been arrested on child pornography charges.

Nassau County police say 40-year-old Westbury resident Alexander Zacarias was arrested Tuesday night after his home was searched and his computers were seized.

State and county Internet crimes officers say Zacarias is a part-time clown at children's birthday parties. They say he used his home desktop and laptop computers to exchange hundreds of child porn images.

Zacarias is charged with multiple counts of promoting and possessing a sexual performance of a child. He's scheduled for arraignment Wednesday.
Police say his computers are being examined and more charges might be filed.

Zacarias has been jailed. Jail guards say they can't forward telephone messages to him, and he doesn't have a listed home phone number.

One Of History's Most Horrific Killers: Pedro Alonzo Lopez, whereabouts - unknown, was responsible for the murders of over 350 children, yet in 1998 he was set free despite his vows to kill again.

Lopez's Childhood Years: Lopez was born in 1949 in Tolmia, Columbia, a time when the country was in political turmoil and crime was rampant. He was the seventh of 13 children born to a Columbian prostitute. When Lopez was eight, his mother caught him touching his sister's breast and she kicked him out of the house forever.

Trust Me, Trust Me Not: Lopez became a beggar on the violent Columbian streets. He was soon approached by a man who sympathized with the boy's situation and offered him a safe home and food to eat. Lopez, desperate and hungry, did not hesitate and went with the man. Instead of going to a comfortable home, he was taken to an abandoned building and repeatedly sodomized and returned to the street. During the attack Lopez angrily vowed he would do the same to as many little girls that he could, a promise he later kept.

A Second Chance: After being raped by the pedophile, Lopez became paranoid of strangers, hiding during the day and scavenging for food at night. Within a year he left Tolmia and wandered to the town of Bogota. An American couple reached out to him after feeling pity for the thin boy begging for food. They brought him to their home and enrolled him in a school for orphans but when he was 12, a male teacher molested him. Shortly afterwards Lopez stole money and fled back into the streets.

Prison Life: Lopez, lacking in education and skill, survived on the streets by begging and committing petty thievery. His stealing advanced to car theft and he was paid well when he sold the stolen cars to chop shops. He was arrested at the age of 18 for car theft and sent to prison. After a few days of being there he was gang-raped by four prisoners. The anger and rage he experienced as a child rose inside him again, consuming him. He made another vow to himself; to never be violated again.

Revenge, Rage and Hate: Lopez got his revenge for the rape by killing three of the four men responsible. Authorities added an additional two years to his sentence, deeming his actions as self defense. During his incarceration he had time to revisit his life and a quiet rage toward his mother became monstrous. He also dealt with his sexual needs by browsing pornographic magazines. Between his prostitute mother and the pornography, Lopez's only knowledge of women fed his demented hatred for them.

The Monster Released: In 1978 Lopez was released from prison, moved to Peru, and began kidnapping and killing young Peruvian girls. He was caught by a group of Indians and tortured, buried up to his neck in sand but later freed and deported to Ecuador. Experiencing near death did not influence his murderous ways and his killing of young girls continued. The increase of missing girls was noticed by authorities, but it was concluded that they had likely been kidnapped by child peddlers and sold as sex slaves.

Bodies of Children Uncovered: In April 1980, a flood exposed the bodies of four murdered children, and the Ecuadorian authorities realized there was a serial murderer at large. Shortly after the flood, Lopez was caught trying to abduct a young girl after the child’s mother intervened. The police could not get Lopez to cooperate so they enlisted the help of a local priest, dressed him as a prisoner, and placed him in a cell with Lopez. The trick worked. Lopez was quick to share his brutal crimes with his new cellmate.

A Ghrisly Tale Emerges: When confronted by the police about the crimes he shared with his cellmate, Lopez broke down and confessed. His memory of his crimes was very clear which was remarkable since he confessed to killing at least 110 children in Ecuador, over 100 more in Colombia, and another 100 in Peru. Lopez confessed that he would walk the streets looking for innocent ‘good’ girls who he would lure away with the promise of gifts.

"They Never Scream. They Expect Nothing...They Are Innocent" Pedro Lopez: Lopez often brought the girls to prepared graves, sometimes filled with the dead bodies of other girls he had killed. He would calm the child with soft reassuring words throughout the night. At sunrise he would rape and strangle them, satisfying his sick sexual needs as he watched their eyes fade as they died. He never killed at night because he could not see his victim's eyes and felt without that element the murder was a waste.

Tea Parties and Games: In Lopez’s confession he told of having tea parties and playing morbid games with the dead children. He would prop them up in their graves and talk to them, convincing himself that his ‘little friends’ liked the company. But when the dead children failed to answer, he would become bored and go off to find another victim.

A Confession Too Ghastly To Believe: The police found his ghastly confession hard to believe so Lopez agreed to take them to the graves of the children. Over 53 bodies were found which was enough for the investigators to take him for his word. The public renamed him 'Monster of the Andes' as more information about his crimes became known.
For his crimes of raping, killing, and mutilating over 100 children, Lopez received life in prison.

'I Will Be Happy to Kill Again - It Is My Mission' : Lopez never showed remorse for his crimes. In a prison interview with journalist Ron Laytner, he said if he ever got out of prison he would happily return to killing young children. The pleasure he received from his demented acts of murder overpowered any sense of right from wrong and he admittedly looked forward to the opportunity to wrap his hands around the throat of his next child.

One Child's Life Equals One Month In Prison: No one was concerned that Lopez would have the opportunity to kill again. If he was paroled from the prison in Ecuador he would still have to stand trial for his murders in Columbia and Peru. But after 20 years of solitary confinement, in the summer of 1998, Lopez was taken in the middle of the night to the Columbia border and released. Neither Columbia or Peru had the money to bring the madman to justice.

The Monster of the Andes Is Free: What ever happened to The Monster of the Andes is unknown. Many suspect and hope that one of the many bounties offered for his death eventually paid off and that he is dead. If Lopez has escaped his enemies and is still alive there is little doubt that he has returned to his old ways.

Kidnapping and Attempted Murder: Three years later, Brown dressed as a policeman again and kidnapped two boys, made them undress and then began strangling them. Brown was charged with attempted murder and received an 18 to 20 year sentence.

Sick Thoughts: While incarcerated Brown shared some of his fantasies of murder, dissection and cannibalism with his psychiatrist who made the decision in 1979 to commit Brown to the Bridgewater State Hospital for Sexual Predators.

Early Release: Brown remained at the hospital until 1991 when Superior Court Judge Walter E. Steele decided that the state had failed to prove he was dangerous. Brown, who had changed his name to Nathaniel Benjamin Levi Bar-Jonah left the institution with a promise from his family to the court that they would be moving to Montana.

Massachusetts Sends the Problem to Montana: Bar-Jonah attacked another boy three weeks after his release and was arrested on assault charges but was freed without bail. A deal was made however, that required that Bar-Jonah leave Massachusetts and join his family in Montana along with a two-year probation. Bar-Jonah kept his word and moved to Montana.
Once in Montana, Bar-Jonah met with his probation officer and disclosed some of his past criminal record. A request was made to the Massachusetts probation office to send more records regarding Bar-Jonah’s history and psychiatric past but no additional records were sent.

Bar-Jonah managed to stay away from police until 1999 when he was arrested near an elementary school in Great Falls, MT, dressed as a policeman and carrying a stun gun and pepper spray. Authorities searched his home and found thousands of pictures of boys and a list with boys names from Massachusetts and Great Falls. Also found were encrypted writings, decoded by the FBI, that included statements such as 'little boy stew,' 'little boy pot pies' and 'lunch is served on the patio with roasted child.'

Authorities concluded that Bar-Jonah was responsible for the 1996 disappearance of 10-year-old Zacharry Ramsay who vanished on his way to school. It was believed that he kidnapped and murdered the child than cut up his body for stews and hamburgers that he served to unsuspecting neighbors at a cookout.

In July 2000, Bar-Jonah was charged with Zachary Ramsay’s murder and for kidnapping and sexually assaulting three other boys who lived in an apartment above him.

The charges involving Ramsay were dropped after the boy's mother said she did not believe Bar-Jonah killed her son. For the other charges, Bar-Jonah was sentenced to 130 years in prison for sexually assaulting one boy and torturing another by suspending him from a kitchen ceiling.

In December, 2004, the Montana Supreme Court turned down Bar-Jonah’s appeals and upheld the conviction and 130-year prison sentence.

Infamous Accused Cannibalistic Sex Offender Found Dead In Jail Cell



Nathaniel Bar Jonah, serving a 130 yr. sentence for kidnapping, sexually assaulting and choking a teenage boy, was found dead in his cell on Sunday.



Jonah was also accused of murdering Zach Ramsay, whom police think he butchered and fed to neighbors



Nathaniel Bar-Jonah was found dead in his Montana jail cell early Sunday morning. He was found unresponsive in his cell and according to Montana State Prison spokeswoman, Linda Moodry, "Emergency medical response was initiated and he was transported to Powell County Memorial Hospital where he was pronounced dead at 7:06 am."



Cause of death is unknown pending autopsy, but officials say he had been in poor health.



Bar-Jonah's known criminal history began in 1974, in Massachusetts, when he plead guilty to impersonating a police officer and assaulting an eight-year-old boy.In 1977, Bar-Jonah was again arrested and charged with kidnapping, attempted murder after he posed as a police officer and kidnapped two boys in Shrewsbury, Massachusetts. He tried to strangle the boys and attempted to assault them. One of those boys escaped and found help.



While imprisoned Brown shared his fantasies of murder, dissection and cannibalism with his psychiatrist who made the decision in 1979 to commit Brown to the Bridgewater State Hospital for Sexual Predators.



According to one report he then spent nearly twelve years at that treatment center.



One of those boys, Alan Enrikaitis, now a man, tells reporters about the day of the kidnapping:


“I remember he said he had a trailer in the woods and he was going to take me and my friend there separately,” Mr. Enrikaitis said. The boys were handcuffed and Mr. Enrikaitis’ friend was locked in the trunk of a car that looked like an unmarked police cruiser. They’d been told their abductor was a police officer and that they were under arrest.



“We kept walking down a path until there wasn’t much of a path left. Then, all the noises you hear in the woods just stopped and he grabbed me from behind and started choking me,” Mr. Enrikaitis said. He struggled, then played possum as Mr. Bar-Jonah kicked at him and flicked ashes from a cigarette on him. When he had the chance, the boy ran for help. In 1991, Superior Court Judge Walter E. Steele, ordered Bar-Jonah's release.



Approximately thee weeks after his release Bar-Jonah was arrested again, this time in Oxford, after assaulting a boy sitting in a car outside a post office. He was given a plea agreement and received a suspended jail sentence, on the condition he move to Montana with his mother.



Bar-Jonah was arrested again in 1999, in Montana, for impersonating a police officer and a subsequent search of his home found pictures of young children cut out of magazines and a bone that was identified as belonging to an unknown young male.



Montana police charged him with kidnapping and sexual assault.In the year 2000 the authorities leveled another charge against Bar Jonah. They accused him of murder in the 1996 disappearance of 10-year-old Zach Ramsay.



The police claimed they had evidence, via notes in code, in Bar-Jonah's handwriting which is believed to be to be a menu for cooking human flesh.



The murder charge was later dropped in regards to Zach Ramsay, because Ramsay's mother said she would testify she believed her son was still alive.



To this date, Zach Ramsay has never been found.



Bar-Jonah was convicted of kidnapping, aggravated assault, and sexual assault in in 2002. He was given a 130-year prison sentence.



Bar-Jonah appealed his conviction in 2004, but the Montana Supreme Court upheld the conviction and the 130 year sentence.

Charged with one count of sexual conduct with a minor

Former Eastern Arizona College basketball coach Tim Parmeter was arrested and booked into the Graham County Jail on Friday on a single charge of sexual conduct with a minor.

The charge stems from an alleged two-year sexual relationship with an EAC student that began when she was 16. The victim claims she and Parmeter had numerous sexual relations at various places, including his home and his school office.

After the EAC Police interviewed Parmeter, Executive Vice President Brent McEuen fired him Jan. 17.

Since then, the Graham County Attorney's Office has been reviewing reports from the EACPD and the assisting agency, the Thatcher Police Department.

Recently, a taped conversation between Parmeter and the victim was returned to the attorney's office after having been sent to the Department of Public Safety's crime lab to be cleaned up.

On Thursday, the Graham County Attorney's Office issued a complaint charging Parmeter with sexual conduct with a minor. The attorney's office also issued an arrest warrant, and Parmeter was taken into custody Friday.

Parmeter will have his initial appearance before Justice of the Peace Dewey Bryce within 48 hours of his arrest. If Judge Bryce finds cause for the complaint, Parmeter will have an arraignment hearing followed by a preliminary hearing.

JEFFERSONVILLE, Ind. (WAVE) -- A southern Indiana man convicted of sexual battery a dozen years ago is seeking special permission from a Jeffersonville judge. Friday afternoon, 34-year-old Eric Dowdell asked the judge to exempt him from a ban that keeps all convicted sex offenders out of the city's little league complex. WAVE 3's Mark Schnyder was there.

Dowdell says he's done his time and met all of his legal requirements. And now he just wants to watch his 10-year old son play baseball.

The judge isn't quite ready to decide if that's going to happen.

Dowdell swears he's no danger to kids. He's committed no sex crimes since he pleaded guilty to sexual battery against a 13-year-old in 1996.

"He's served his time, he's had no probation violations and he just wants to be a father to his kid," said ACLU Attorney Gavin Rose, who is representing Dowdell.

But when it comes to his son's Little League career, every game's a shutout for Dowdell -- because he's shut out.

Dowdell says he want to be his son's MVP by being a part of his life at his games, but Jeffersonville City Attorney Larry Wilder says he's made too many errors to be able to do that.

"This is a case where this individual has committed further crimes -- crimes of family violence, and I believe that the judge will take that into consideration before he allows him back into our parks facilities in the city of Jeffersonville."

Dowdell, who left the courtroom frustrated, admits he's facing domestic battery charges against a girlfriend. He's also got a case pending for not paying child support -- for the same child he wants to support on the ball field.

Rose says his client's other problems with the law shouldn't matter. "If the Jeffersonville City Council decided they wanted to make people convicted of domestic battery prohibited from entering their parks, they certainly could have but they didn't."

The judge said he'll make his ruling in the next couple of weeks, but did tell Dowdell he has concerns about the other charges against him.

Attorney Wilder, who wrote the ordinance keeping Dowdell out of ballparks, says if Dowdell had stayed out of trouble the past 12 years, he'd recommend he be allowed to go to the park. Instead, he's fighting hard against that.

LOUISVILLE (WAVE) -- Kentucky kids have new protections against child predators. House Bill 211 was signed into law by Gov. Steve Beshear Monday.

Rev. Joseph Fowler, a Catholic priest for 47 years, applauded the change.
"Today I witness an extra ordinary event. The signing by my Governor of legislation to protect our children from sexual predators," Fowler said.

The new law makes sex abuse of a child up to 16 years old, a felony. It extends to 18 if the abuser is an authority figure, like a teacher or pastor.
"I'm glad it passed," said John Scott.

That's what Scott faced in the 1950's when he was abused by a priest at St. Edward in Louisville. He was one of the more than 240 plaintiffs from the Louisville Archdiocese $25-million settlement.

"I hope it never happens to another kid. If it does, don't hold it. Talk about it. You didn't do anything wrong. They did it to you. So talk about it," Scott said.

The new law will also give young victims more time to report the crime. Currently, any victim over the age of 12 has one year to report the abuse. This new law gives them 5 years to report it after they turn 18.
The legislation was sponsored by Louisville Representative Jim Wayne (D- House Dist. 35).

"What this does is put Kentucky on the records as saying we're not going to tolerate this," said Wayne. He said his father was abused by a priest in the 1930's.

The changes to the law take effect July 1st.

Sentence reduced in Utahn’s child-porn conviction

A man convicted of running several Web sites that a court ruled dealt in child pornography had his sentence essentially cut in half, by recommendation of the government.

Federal prosecutors said they would not comment on the reason they petitioned a federal judge to have the five-year sentence of Charles Granere reduced to 30 months.

During a resentencing hearing on Tuesday, attorneys for Granere and the government explained the reason for the reduction in a hearing closed to the public.

Granere, along with co-defendant Matthew Duhamel, was indicted on charges of dealing in child pornography.

The two men operated Web sites dedicated to "modeling" pictures of 9- and 10-year-old girls dressed in adult clothing, including lingerie, miniskirts and two-piece bikinis. The girls also were depicted in sexually suggestive poses.

Although the two men argued that the photos were not pornographic in nature because the girls were fully clothed, U.S. District Judge Tena Campbell ruled that the U.S. Supreme Court had determined such content can be considered pornographic.

Last year Duhamel and Granere were sentenced to five years in federal prison.

During Tuesday’s hearing, Campbell ordered Granere’s sentence reduced for what she said was things done in "making amends" for his actions.

Granere, 28, told the court with his new sentence, he anticipated being released in February 2009. Campbell said he was still a young man with a promising future ahead of him.

TAMPA - TAMPA - Deputies charged an unemployed Brandon man with 30 counts of possession of child pornography Saturday.

Steven Farney, 701 Strawlake Dr., Brandon, was originally charged with burglary when deputies were investigating vagrants hanging around an empty building on Martin Luther King, Jr. Boulevard about 12:15 p.m. Saturday, the Hillsborough County Sheriff's Office said.

Later deputies found the Farney, 43, had 30 photos of pre-adolescent children involved in sexual activity or in lewd poses, the arrest report states.

He was originally arrested after he jogged away from deputies questioning people hanging around an empty building.

He is in the Orient Road Jail with bond set at $62,500.

Sean Christopher Jackson says two teen-age girls consented to have sex with him. His father says Jackson pleaded guilty to attempted sexual assault to avoid a possible life sentence. There was no sexual offense, the father says. Sean Jackson, he maintains, was just "an immature teen-ager -- a stupid kid."


The two victims, who were 14 and 15 at the time of the assaults, say Jackson raped them. Jackson lost his right to feign innocence when he pleaded guilty. He spent three years in prison -- a sentence that reflects a judge's conviction that Jackson committed a serious crime.

In a parole-board hearing, Jackson denied his guilt, as sexual offenders often do. Because he denied his crime and showed other key risk factors, the parole board labeled him a "sexually violent predator," a designation designed to warn society of the sex criminals who are most likely to reoffend.

Sexual convicts, their friends and their well-paid advocates say the SVP label is inflammatory and unfair. Their argument should be weighed in light of the evidence -- which demonstrated in court that they committed grievous sexual offenses on innocent victims and against the people of Colorado.

The term "sexually violent predator" inspires a great deal of fear, Ingrid Bakke, a former sex-crimes prosecutor, told the Camera recently. "That does a lot in terms of scaring people and making the offender equally afraid of more repercussions when tagged," said Bakke, now a private defense attorney.

"And I think we have yet to see if it works or not."

Julie Brooks, a spokeswoman for the Boulder Police Department, offered a similar view. "It's such a misnomer," she told the Camera. "There can be no violence involved (and people can still be) labeled."

Brooks should know that "crimes of violence," including various forms of sexual assault, are carefully defined by state law. A victim need not be physically battered to have suffered a crime of violence. Sexual assault, which involves the overcoming of the victim's free will, does profound, lasting and very real violence to her psyche. The law appropriately recognizes this damage as violence.

Sex offenders and their sycophants will never recognize that truth, but the rest of society should. All that being said, there is a legitimate critique of the "sexually violent predator" tag: The designation can be made by a parole board if a judge fails to make a determination. Unlike a court, a parole board meets in secret, without the convict's defense attorney.

Rep. Dianne Primavera, a Broomfield Democrat, has sponsored a bill that would direct the sentencing court to administer a sexually violent predator assessment. Primavera's legislation, House Bill 1247, has cleared the House and Senate.

"This bill ensures that sexually violent predators are assessed at the right place at the right time by someone with the right skill level," Primavera said in a statement. "It will help guarantee offenders get the proper treatment so they don't fall through the cracks and offend again once they are released."

There is no perfect system of identifying, labeling and tracking the worst of the sexual sociopaths in our midst. Primavera's bill will not satisfy those who want to claim innocence after admitting guilt. Nor will it ensure that all violent predators are so labeled. But it is a defensible step toward more consistency and rigor in pursuit of public safety.

Convicted Sex Offender Arrested Again

DAYTON, Ohio -- A registered sex offender, convicted of raping a child, is now accused of trying to lure a girl.

Police said the man tried to entice an 11-year-old girl as she was walking home, but she managed to get away. He is now in jail.

According to the Department of Corrections, 59-year-old Ronald Brown was convicted of rape and gross sexual imposition in 1983. He was paroled in 2004, but now he is back in jail.

Police said Brown asked the girl to help him look for a missing ring, but when she said no and started to run, Brown tried to grab her.

On Tuesday, Brown was charged with one count of criminal child enticement after the young victim identified him as the perpetrator. He was identified from a sex offender flier that was handed out in the child’s neighborhood.

Brown appeared in court and his bond was set at $50,000.

COSHOCTON - Two former Coshocton County men currently incarcerated after convictions on rape charges are scheduled to appear before the Ohio Parole Board next month.
George B. Carpenter, 73, of the Chillicothe Correctional Institution, has served more than 19 years in prison.
He was sentenced Dec. 2, 1988, in Coshocton County Common Pleas Court on two first-degree felony counts of rape and two third-degree felony counts of gross sexual imposition. A jury deliberated 1 and1¼2 hours that morning before finding him guilty of the charges that stemmed from incidents involving two 10-year-old girls.
He received a 10-year definite to life for one count rape; 10 to 25 years for one count of rape; and two years definite for gross sexual imposition.
Carpenter maintained his innocence even after sentencing, according to a Dec. 3, 1988, Coshocton Tribune article.
Court records show he filed various motions and appeals through 2001 to have his sentenced modified, and all were denied or dismissed.
During the 1988 trial the two girls used dolls to demonstrate what happened between Carpenter and themselves, according to a Dec. 2, 1988 Tribune article.
James P. Cozart, 48, of the Noble Correctional Institution, entered guilty pleas on July 22, 1996 to two first-degree felony counts of rape involving a male child under 13-years-old.
He was sentenced in January 1997 to serve six to 25 years.

“Growing up means different things to each of us,”
Sumter resident, Patty Hopson shares, “for some
there are wonderfully fond memories, for others
there are ugly bad memories. For me, growing up
included being the 'shameful, guilty, worthless little
girl' always trying to please everyone in order to be
accepted and that made me an easy target. My vulnerability
and low self-esteem and the need to feel
loved, made me a delightful target for an evil molester.

Looking back, I have learned to consider the
tough times as part of what has made me who I am.
And I have credited God for letting me go through
even the most difficult times, because I know who I
am, and I have seen what others have become.”

Patty shares her story because she believes in
speaking out against any type of abuse women and
children sometimes endure. Of course her passion is
to speak out about childhood sexual abuse and
encourage other victims to speak also. “Unless victims
break the silence the child molesters will continue
to get away with their crimes,” Patty explains.

As a victim of childhood molestation, Patty
remained silent. She did not want to cause any problems
and she was told by her molester that her family
would not believe her if she told them. The
molester was right. Patty was thirty-six years old
before she finally came to grips with the truth and
told her immediate family that she had been
molested by another related family member.
When Patty contacted officials in Ohio, which
is the state she lived in with her parents as a
child, she was told the Statute of Limitations had expired.
Patty found she had three years past
her eighteenth birthday to press charges.

Patty states,
“I do not feel crimes committed against children
should have a Statute of Limitations. Most children
will not talk about the past and what happened to
them until it is too late. I was embarrassed, ashamed
and scared of my family and abuser when I was
younger and it was not until I started having problems
as an adult that I had the courage to even admit
that I had been sexually abused.”

Encouraged to speak out, Patty wrote a letter to the
editor of numerous papers entitled “Breaking the
Silence is Crucial to Protecting our Children.” This
letter encouraged Ohio citizens to contact their lawmakers
and request the Statute of Limitations laws
for Child Sexual abuse be changed. "When I wrote
those letters everything fell apart. I was blamed for
what had happened to me as a child, rejected by my
family and even threatened. But others came forward
and I found I was not alone," says Patty.

“After my letter was published I was contacted by
Marci Hamilton, a Professor in Public Law,” Patty
states, “Prof. Hamilton told me about a bill that was
going before the Senate which was requesting the
Statute of Limitations be changed to at least twenty
years. Also, a request was being made that victims
during the 1970 era have a one year window to come
forward and file charges regarding sexual abuse they
suffered during those years. I was invited to speak
before the Judiciary Committee in the House of
Representatives about why the statute needed to be
changed.”

In 2006, the bill was voted on and the House of
Representative took out the window regarding the
1970 era, but they did allow a Registry that would
allow victims to file a judgment against their sexual
predator. Victims would have to produce enough
evidence to support the abuse charges and if the
Attorney General felt the evidence was sufficient,
charges would be presented.

Statistics of sexual abuse are deplorable. National
statistics show that one in four girls and one in six
boys will become victims of sexual abuse before the
age of eighteen. One in five children will be solicited
sexually while on the internet. And nearly seventy
percent of all sexual assaults occur to children
seventeen and under. In South Carolina, victims of
childhood sexual assault have six years from their
twenty-first birthday to bring charges against their
molester.

In June of 2006, Patty co-founded LavenderPower.org.
The purpose of Lavender Power is to let others
know they are not alone and they do have support
without being judged.

The website offers lavender bracelets to symbolize
unity and E-magazines for survivors to view.
The magazine offers encouragement but also
celebrates with those who use their talents through
arts, poetry and other ways to heal by allowing
them the opportunity to share on line.

A child’s safety is the job of an adult. We need to learn the facts. Know
where our children are going to be and who they are
going to be with. Know the realities. Eliminate the
one adult/one child situation. By minimizing opportunity
you will dramatically lower the risk. Talk with your children. Barriers can be broken and they will share if they know you are truly concerned.
Don’t expect the signs of sexual abuse to be obvious.
Be alert. If you learn your child has been abused, know how
to react, where to go and who to call. Act on your
suspicions; your child’s future depends on it. Get
involved. Even the adults we trust to protect our
children can not always be trusted.

Patty will continue to work diligently by hosting support
groups over the internet and speaking at events sponsored
by various organizations in Sumter and Columbia. She
has been invited to speak on a talk show in Orlando this
month and attend a walk in Washington, DC with Stop
the Silence. But unless victims are willing to speak out
against their perpetrators the abuse will not stop. Statistics
show nearly 70% of all child sex offenders have between one
and nine victims. An average serial molester has as many as 400 victims in his lifetime. An abuser wants control and by silencing his victim
he has achieved that control. It is important that
each of us Break the Silence and speak out against
Child Sexual Abuse.

Patty will continue her fight to
be heard. She does not want other children to suffer
the pain, embarrassment and shame she felt growing
up. She will continue to speak out and Break the
Silence.
